The Government Law Admission Program (GLAP) is a pathway for experienced attorneys to bring their expertise to government law offices across Arizona and is designed to expand access to justice by increasing the number of lawyers serving in public sector roles. Specifically, GLAP provides a potential pathway for attorneys who are admitted by bar exam in a non-reciprocal jurisdiction to practice law in Arizona. GLAP licensees will work exclusively for government law employers for a minimum of five years and after completing the program and meeting all other admission requirements, applicants will gain regular admission to practice law in Arizona under Ariz. R. Sup. Ct. 34(f).
To be eligible for a GLAP license, applicants must:
- Be admitted by bar examination in U.S. state or territory that DOES NOT offer Arizona lawyers admission on motion.
- Hold a Juris Doctor from an ABA-accredited law school.
- Have a passing MPRE score.
- Be in good standing in all jurisdictions where admitted.
- Not currently be subject to any disciplinary actions and none pending.
- Meet Arizona’s character and fitness requirements.
- Complete the Arizona law course as required by Ariz. R. Sup. Ct 34(j).
- Provide a completed, signed GLAP Employer Acknowledgment form from an Arizona government law office confirming employment upon licensure.
- Commit to five years of service in a government law office.
Applicants for GLAP must submit a complete application with payment. The application fee for GLAP is the same amount as the fee for the Admission on Motion application. The GLAP application includes all certification and character and fitness investigation questions. DO NOT submit a separate character and fitness application.
