Practice Pending Admission

Practice Pending Admission allows an experienced, licensed attorney from another U.S. jurisdiction to temporarily practice law in Arizona for up to 365 days while their admission application is pending. To qualify, the attorney must meet several eligibility, supervision, and disclosure requirements which can be viewed here.

How to Apply for Practice Pending Admission

STEP ONE: Establish account for Attorney Admissions in Arizona.

Create an Attorney Admissions account by clicking the red “Register” button in the top-right corner of the Attorney Admissions webpage.

Once your account is created, you will be able to apply for:
  • Admission on Motion
  • UBE Transfer
  • Arizona Bar Examination
STEP TWO: Review Arizona Supreme Court Rule 39(b)

Please review Rule 39(b) before submitting the Practice Pending Application and Affidavit.

STEP THREE: All Supporting Documentation must be Submitted

Once your Bar Exam, AOM or UBE Transfer application is complete, including all supporting documents, you may request admission via Rule 39(b), practice pending while your application is under review.

Please complete and upload the Practice Pending Application and Affidavit through the online portal and email them to attorneyadmissions@courts.az.gov. These completed forms will be used to assess whether or not you qualify pursuant to Ariz. R. Sup. Ct. 39(b), to practice while the Court’s character investigation proceeds. Upon receipt of Application and Affidavit, staff will issue the Practice Pending Application fee through the online application portal, pursuant to AO 2024-78. Once the Application is reviewed, a letter will be issued through your online application portal.

STEP FOUR: Submit a valid MPRE score

See Arizona Supreme Court Rule 35, 34(b), 34(e), and 34(g) on MPRE score requirement. If you have NOT taken the MPRE, you will need to take the exam and submit a passing MPRE score before you can be eligible for Practice Pending Admission. To request that NCBE send an MPRE score report or to register to take the next scheduled MPRE, visit NCBE’s website at https://www.ncbex.org

STEP FIVE: Completion of Arizona Law Course.

For registration information on how to fulfill this requirement, please visit the Arizona Law Course Online Registration https://www.azcourts.gov/educationservices/Committees/JCA/Online-Registration. Your completion of all online modules triggers an internal notice to our staff, so you do not need to upload or submit a certificate of completion.

Questions regarding submitting the practice pending forms should be directed to the Attorney Admissions Unit at attorneyadmissions@courts.az.gov.
